A spokesman for the Kentucky hurricane candle factory said the death toll could be lower than expected.

As part of its response, FEMA opened a shelter and shipped teams and supplies, including 30,000 meals and 45,000 liters (12,000 gallons) of water.
“I promise you, whatever is needed – whatever is needed – the government will find a way to provide,” Biden said.
Rescuers were still searching for the remains of survivors two days after the crash, but authorities on Sunday said hopes of finding the missing were diminished.
About 300 members of the National Guard have been going from house to house, monitoring people and helping to dispose of the garbage.
