I think this is a problem that can be avoided if Google (and all the other companies in this regard) care about consumer privacy and copyright.

OS manufacturers of mobile phones can set up a “valet mode” just as other vehicles restrict performance and functionality if a special parking key is used to activate the vehicle.

In the case of a mobile phone, only the Hardware tracking tool can be left to access and the consumer-oriented UI can be locked under a different passcode in this way, heck, maybe even encrypt all the mobile storage media to date. the owner prohibits this process.

Then all consumers need to do is start this process before handing the phone to the repair business!

But the fact is that companies like Google do not have the strong incentive to use their (expensive) development tools on things like this.
