The Red Devils face a third-place finish in the last 16 as Denmark celebrate their 4-1 victory over Russia.
Finland fought hard but two goals from Belgium criticized them 2-0 on Monday in St Petersburg and waited anxiously to see if their first match would go beyond Euro 2020.
The draw would have given Finland a chance to run in Group B behind Belgium but manager Lukas Hradecky, who had a solid game, was helpless when Thomas Vermaelen stepped down and the ball was thrown into the net 15 minutes from time.
Finland’s last remaining qualification for qualification ended when Romelu Lukaku fired another and finished third in Group B.
He will have to wait and see if he is one of the four third-choice teams out of 16.
“We have not achieved the goal today to get just one point from the team, which is why we are disappointed,” said Finnish coach Markku Kanerva.
“But all in all I am proud of the work that this team has done and the work that they have done against a strong team today.”

World Cup first Belgium will meet a third team Sunday in Sevilla and Denmark playing Wales in Amsterdam yesterday.

Belgian coach Roberto Martinez says he is happy with his team’s performance.
“Three victories, three professional systems, three different races,” said Martinez, referring to the team’s earlier victories over Russia (3-0) and Denmark (2-1).
“Seeing 90 minutes from Axel and Eden, and Kevin was just about to play in the 90th minute, was really exciting. Plus, every foreign player has been on the field in these three games. It’s the best minute to advance to the next game. . ”
Denmark beat Russia 4-1 elsewhere to secure a second in goal difference and leave Russia last with all three teams with three points behind Belgium at nine.
