The deadly collapse of a Miami home illuminates Florida politics

A line of condoms and hotels along Collins Avenue that give citizens a clear view of the Atlantic Ocean has now been smashed by a devastating pile of garbage.

Two days after Champlain Towers South, a 12-story 136-unit building, crashed in Miami’s Surfside area, officials in southern Florida this week suspension hunting for survivors.

Emergency services have turned their attention to receiving the bodies of those affected by the crash, which, on Friday evening, killed at least 79 people and 61 others “unnamed”.

The search for the cause of the collapse has resumed, though researchers say it will be too late to determine how long it will take – not to mention the final answer will be.

What is clear, however, is that Champlain Towers South needs to be repaired for millions of dollars as part of a 40-year “renovation” program, which was set up in Miami-Dade and Broward counties to keep homes safe for decades. Florida.

Preparations for the renovation fell to a group of condoms, a legal organization consisting of volunteers chosen by others, who oversee its design and common ground in the home that owns their homes.

Reconstruction was delayed due to price disputes. This was recorded from $ 9m to $ 15m before the committee voted in April to fund them through a “special review”, a fine imposed on a specific job and a dangerous prospect for many owners who are supposed to improve their share.

Less than a third of US financial institutions have enough money to save big tickets such as construction or replacement work, and experts say delays and disagreements are common not only in Florida but also in the US.

“Each condom is like a small group,” says Carolina Sznajderman Sheir, a colleague at Eisinger Law who works on condom law.

Sheir said that, although the 40-year reforms sound like a “very important issue”, it often leads to conflicts between citizens. “That’s why it’s so difficult: we’re talking about big projects, we’re talking about millions of dollars in recovery.”

“Organizations that try to repay loans are not popular organizations,” he added. “People do not want to pay too much. . . And politicians and politicians, whether they are in their country or not.

Marta Reeves is well aware of how confusing the process can be. His family has lived for more than 30 years at the Imperial in Brickell, a 161 mansion located about 12 miles southwest of Champlain Towers South. Built in 1983 on the outskirts of Biscayne Bay, this distinctive “red wall” can be seen in the first installment of the 1980’s radio show “Miami Vice”.

What is happening in Imperial shows how the controversy over how to pay for repairs can lead to hostility: owners with different costs and different ideas on planning that need to be able to communicate, sometimes on Facebook or email.

Reeves secured a seat on the Imperial condo committee in 2010, and was a member of the board of directors elected in March 2018. The five new members offered a special $ 1m test to repair the roof, cooling towers and elevators because the building did not have enough space to pay for the work.

The council then decided to replace the 944 windows on the known red walls; an expert report over the past decade said they were nearing the end of their useful lives. The 40-year warranty for the building, which comes in 2023, requires a waterproof “envelope,” as new glass building regulations have to deal with hurricanes blowing along the Florida coast.

As a result the committee issued a $ 9m trial, which costs homeowners between $ 45,000 to $ 62,000 per unit. Despite receiving funding to help homeowners pay their bills, Reeves and four other board members lost their re-election in February 2020.

“It’s not a popular job when, after a year of piper not fixing things in time, they come,” Reeves said. “That’s what we voted for.”

Reeves looked disappointed as the new team struggled to rectify what they expected to be the best in the organization. “I’m not saying they don’t fix it,” he said. “He’s putting in band support.”

Rissig Licha, a member of the Imperial committee, denied this. In a statement sent by e-mail, he said the committee had “achieved a goal of 40 years since its inception”.

The agency also said that they were “communicating” with the owners at the time and sought “experts in architecture and experts at a high cost”.

Florida has 1.5m condos, more than any other country. State law requires corporations to have time to pay for major renovations, but there is an opportunity: homeowners can vote not to deduct savings. Only six countries need condos to maintain “insufficient” storage space without giving homeowners a chance to get out.

Sheir, a lawyer, said most of Florida’s homeowners are retired and are not affected by long-term savings. They also like to save as much monthly income as possible, he added.

“People don’t want to pay a lot of money,” he said. “They’d rather have money in their pocket than have someone else.”

Failure to save money aside to exchange money is a problem in the US, but it is especially difficult in Florida, where the weather is disrupting housing. Manufacturers use concrete because their weight protects them from storms, but over time Ultraviolet radiation and salt can damage the material, according to Sinisa Kolar, vice president of Falcon Group.

Some political leaders say Florida should cut jobs from the age of 40 to 20, which Kolar said “makes everyone aware of the job they need”.

But Robert Nordlund, head of Association Reserves, doubts whether the law could force homeowners to budget for future renovations.

What would make a big difference, he said, is that if insurers and creditors consider the cost of a condom organization when you are offering a start-up or loan. Lenders only need to be paid 10% of the financial institution before agreeing to lend to the consumer.

“The dangers are there, and they are obvious,” he said. “I do not know why she is missing this information,” he said. . . I wonder if this is the time for them to start learning and refine what they write. ”

The Surfside disaster has affected the people of the Imperial, as well as all apartment buildings in Miami.

Emergency monuments were installed in a car dealership last week, but Licha said engineers hired by the condo agency “did not recognize the repairs or materials that are unusual and related to the same buildings of the same age”. Reeves agrees with the modern board that the house is in good condition.

However, being the only one who seems to be unconcerned this week. They parked their car in the garage to tell Reeves that he had written to the committee to explain his concerns. He told her to keep writing: difficulties sometimes lead to change.

“It’s very expensive,” he replied.
