Beijing has disrupted the U.S. by refusing to offer Wendy Sherman, Deputy Secretary of State, a meeting with a colleague on trip to China This was the first time that they had participated in a celebration since the Alaskan riots.
The US abandoned Sherman’s plans to travel to Tianjin when China refused to agree to meet with Le Yucheng’s counterpart, according to four people familiar with the matter. China held a meeting with Xie Feng, the 5th foreign minister in charge of US affairs.
Biden’s officials were discussing what would be their first contact with the country since their first meeting in Alaska, where there was a dispute between Antony Blinken, US secretary of state, and Yang Jiechi, China’s top foreign policy chief.
When the government department did not say whether Sherman would go to China, he planned to visit after a trip to Japan, South Korea and Mongolia.
The Chinese side follows the same pattern representation between the armies of the two countries. China earlier this year rejected several requests for Lloyd Austin, the US secretary of defense, to meet with General Xu Qiliang, the Chinese military chief. But China refused to do so, after holding a meeting with the security minister, who is not limited to his duties.
Evan Medeiros, a Chinese specialist at Georgetown University, said China was “playing” since the history of legal negotiations made it clear that Sherman was due to meet Le, a senior official in the foreign ministry.
“China’s migration is dangerous. It increases infidelity, problems and the risk of long-term accountability, “says Medeiros.
China also claims that Sherman also filmed a video with Wang Yi, China’s foreign minister, during his visit to Tianjin.
Last month Kurt Campbell, a senior member of the White House Asia, said the US was disappointed that China had refused to hold meetings with officials close to Xi Jinping. He also said that Yang and Wang were “nowhere near a hundred miles” from the Chinese president’s internal team of trusted advisers.
This suspension comes four months after Alaska Convention, which ended with a slur. At the end of the two-day meeting, Yang secretly told Blinken that he had received the next meeting in China, at which point the secretary of state said “thank you”. When Yang asked if this meant he was going on a visit, Blinken replied “thank you it means thank you” indicating that the US was not ready to hold another summit that angered China.
“Perhaps they are trying to punish the US for honoring Anchorage,” said Bonnie Glaser, a Chinese specialist at the German Marshall Fund. “Either Beijing is simply testing Biden’s management, and will eventually offer advice on overseeing foreign branches and the trip could be extended on Sherman’s trip.”
Ryan Hass, a former Chinese government official at the Brookings Institution, said it was “common” for the US and China to engage in diplomatic negotiations in Washington.
“U.S. officials who want to come want to protect the way their office was received by Chinese officials, and vice versa,” Hass said. “These types of kerfuffles often – but not always – strengthen themselves over time.”
A senior government official said the US would continue to “explore opportunities” to support Chinese officials. “Like all foreign trips, we announce only once – and if – we realize that a visit can be very important and effective in our goals.” U.S. officials say the state department is in the process of “ongoing” negotiations with Beijing over possible travel.
The US saw Sherman’s visit as a stepping-stone to China and Blinken that could prompt President Joe Biden to hold his first Xi summit at the G20 summit in Italy in October.
Chinese officials have not responded to a request for comment.
